ANNEX 4 Third Meeting of the WCD Forum Response and follow-up to the WCD report Facilitator : Professor Tony Dorcey The Spier Village Cape Town – South Africa 25-27 February 2001 DRAFT AGENDA[3] SUNDAY 25 FEBRUARY 2001 11.00 Registration Participants are asked to register prior to the meeting in the hall of the meeting venue at Spier. 12.00 Lunch 13.30 Welcoming remarks (Prof Kader Asmal, former Chairman, WCD) 14.00 SESSION 1: RESPONSES TO THE REPORT OF THE COMMISSION Forum members will take the floor for up to 10 minutes to briefly present their reactions to the report, and their intentions concerning any follow-up and implementation activities. Observers will then be invited to comment (5 minutes each). The main purpose of the session is to promote an exchange of views within the Forum, rather than between the Forum and former Commissioners. 16.00 Coffee break 16.30 Session resumes 17.45 Presentation of schedule and process for the following day 18.00 Close 19.00 Informal reception MONDAY 26 FEBRUARY 2001 8:30 SESSION 2: the WCD Decision Making FrameworK- TOWARDS IMPLEMENTATION The meeting will break into 4 parallel working groups, composed of Forum members reflecting the full range of perspectives, to hold an initial discussion that focuses on : 1) Forum members’ perceptions of the steps needed to promote testing, adaptation, acceptance and implementation of the Commission’s proposals in a range of practical situations. 2) The need, if any, for co-ordinated follow-up (whether international, national or perhaps multi-lateral arrangements among stakeholder groups) to assist in moving towards implementation of the recommendations of the report. Working groups will report back to plenary after coffee on the priority actions that the group identified for further exploration and refinement during the meeting. 10.30 Coffee break 11.00 Report back to plenary and discuss proposals for a process for developing them into action items by the end of the meeting. 12.30 Lunch The meeting facilitator will structure the remaining sessions of the meeting, reflecting the priority actions identified by the four working groups, and identify the proposed outputs of the Forum meeting. These will be presented at Session 3. 14.00 SESSION 3: MOVING FORWARD ON KEY ISSUES AND INITIATIVES Presentation of the facilitator’s proposal for the detailed structure of the remainder of the meeting. The meeting will then address each of the priority actions emerging from the morning’s discussions, initially through parallel brainstorming sessions open to all. Participants join the group working to define the content and scope of the particular action(s) that interests them. Each group will include a “rapporteur” responsible for presenting the results of the groups discussions in plenary during Session 5. 16.00 Coffee break 16.30 EXTRA-MURAL SESSION INTERPRETING THE WCD REPORT – CASE STUDIES A case study example will be presented to illustrate the way in which different interest groups are interpreting the Commission’s recommendations for a dam on the verge of construction, followed by a discussion. This session is organised as an extra-mural session as the Forum would not normally be asked to discuss individual cases. This dam has been reviewed in the perspective of the WCD recommendations and it’s proponents have asked to share this experience with the Forum. At 19.00 the World Resources Institute will give an informal briefing on their study of the World Commission on Dams process in the Plenary Hall. All are welcome. 20.00 WCD Forum Reception and Dinner – Riverside Terrace, Conference Centre TUESDAY 27 FEBRUARY 2001 09.00 SESSION 4: FINALISING NEXT STEPS Plenary session. Forum members present initiatives explored between them during the meeting. Brief presentation of concept notes from each group and comment from the floor. 10.30 Coffee break 11.00 Parallel working groups to refine each concept note. 13.00 Lunch 14.30 Dams and Development - A South African Perspective. Mr Ronnie Kasrils, Minister of Water Affairs and Forestry, South Africa. 15.00 Summary inventory of follow-up activities arising from the Forum, both collective and individual and general summary of the meeting. 16.00 Farewell remarks: Prof Kader Asmal
