FURTHER WORK - DRAFT





The following tasks or topics were considered as important further work. They provide a window on the nature and scope of the follow-up tasks, but without any prior assumptions of institutional mechanisms needed, which was discussed in Group 4. Some items overlapped Group 1 and 2 discussions. The main categories were:

1. Immediate Follow up

2. Information clearing house function

3. Liaison for new initiatives undertaken (by others)

4. Alternative Proposals

1. Immediate Follow up tasks

There was comment and discussion on the need for a way to respond to requests from the country/regional level dialogue processes during the dissemination period. Specific points were:

  • Access to Commissioners/Forum Members/Secretariat

  • Forum Liaison Group review of Letter for Dissemination

  • Need for Document ongoing reactions to report and dissemination to live dialogue processes now underway

  • Need for preparation of comparison tables of policies/guidelines

    - E.g. National/WCD/Multilateral/Bilateral

    This may be over a 3 - 6 month timeframe.



    2. Information clearing house function

    These tasks were considered necessary to ensure that all interested parties have access to information on new/ongoing initiatives undertaken by others - identified as important by the WCD. This will take advantage of the unique and extensive WCD outreach. Elements were:

    - Help interested parties plug into the network process

    - Access information/technical support

    - Access financial support

    Examples of activities under this category include:

  • Riparian issues

  • Options assessments

  • Ranking studies, capacity building

  • WB and other multilateral and Donor

  • GHG and Emissions

  • IPPC and others

  • Sediment management

  • Existing Dams

  • etc.

    The tasks noted above were considered to be representative of the topics. Minimally, those listed above would be included.

    3. Liaison / dialogue for new initiatives (more proactive tasks)

    These tasks were to provide liaison function for selected set of issues that had emerged in the WCD process where currently there is follow-up work by others, but which are otherwise important to the WCD Forum. These tasks may include:

  • Monitoring and feedback on the rate and quality of adoption/adaptation of the WCD recommendations;

    With Lessons, Annually?

    Essentially Picking up from WCD and taking the following a step further with actions by others:

  • Reparations (maybe developing a small guidelines.)

  • Existing Dams (aimed at the WCD Value Added elements)

  • Options Assessment (WCD Value Added elements )

  • Benefit Sharing (with both South - South and North - South information sharing)

  • Environmental Flows (Research is going on but for networking a Champion is Needed)

  • Compliance models/methods and Issues

    4. Alternative proposals

    There was no full consensus on the following tasks, but they were important to different constituencies.

  • Preparation of a Paper on the Implications of the WCD on different constituencies and issues

  • Quantification of costs to implement

  • Institutional Implications

  • Private Sector Financing

  • Addressing the subjective nature of assessing conformance to WCD

  • Adoption of criteria if adding any elements to the KB

  • Agreements first to draw a line under WCD KB

  • But what should be done in future (e.g. to identify and refer to Good Practice)

  • Whether to include post project evaluation and monitoring

    (Could be with existing dams)

    CASE STUDIES BY OTHERS

    There was No Consensus/Agreement to have case study demonstration (Dams or Alternative):

  • What will be demonstrating?

  • Timing not clear

    Entry Points for Case Studies Are:

  • Planning

  • Design

  • Construction

  • Operation

  • Decommissioning
