This briefing paper looks at past and current issues in water and energy resource development and how dams are perceived in the Russian Federation and central Asian states, formerly part of the CIS.

The paper was prepared by organisations in Russia and Central Asia and translated to English. A network of professionals drawn from the government, industry, NGO and Civil society interests within the region as well as regional experts from abroad was set up and asked to provide contributions, inputs and comments on the draft paper.
