WCD Assessment Online - 31 May 2001 Lokayan (India), Lawyers' Environmental Action Team (Tanzania) and WorldResources Institute (USA) are carrying out an independent assessment of the World Commission on Dams to evaluate the implications of its experience for future global policy-making. The central aim of our research is to assess the World Commission on Dams experience as an example of global public policy-making at the contentious intersection of environment and development. We are examining the recent evolution of global governance, including other global processes that emerged during and after the Rio Earth Summit. Within this context we are asking: How was the WCD different? How did it try to put in practice the 'good governance' principles to which it subscribed? To what degree was it successful? How did the WCD's experience affect its broad legitimacy with concerned stakeholders? We will assess the likely impact of this experience on future attempts to address environment and development issues at a global level. What will be the Commission's legacy when governments and non-governmental groups look to create new, global rules for biotechnology development? For trade and environment linkages?
